All four cities pass the hard filter: not one of them runs hot in summer. Medellin and Mexico City are the all rounders. Oaxaca is the food and culture play. Buenos Aires is the food and nightlife play with one trade off you should know about up front.

Food and nightlife
Strong. Parque Lleras and Provenza are wall to wall restaurants, rooftop bars and clubs. Dining scene has matured fast.
Watch outs
Wettest stretch of the year, expect afternoon showers. Stick to El Poblado / Laureles and use registered drivers at night.
Why it wins: it is the only city on the list that combines a never hot climate, a nonstop Houston flight, top tier nightlife, and rents that let a $20K monthly budget feel extravagant.

2 Mexico City

Mexico City Easiest from Houston

The path of least resistance. A two and a half hour hop, mild high altitude air, and the deepest food and school scene anywhere on the board.

Best in class. Multiple World's 50 Best restaurants, plus the bar and club scene of Roma, Condesa and Polanco.
Watch outs
Daily afternoon rain in July and big city traffic. Altitude (about 7,350 ft) takes a day or two to adjust.
Pick this if the priority is minimum travel friction and maximum food. With multiple nonstops a day, a weekend back in Houston is genuinely easy.

3 Oaxaca, Mexico

Oaxaca Food and culture

Mexico's culinary heart and a UNESCO colonial town. The most enriching for small children, the quietest at night.

Why for the family
Walkable, safe historic center, markets, mezcal and mole, plus the Guelaguetza cultural festival lands in July. Wonderful for curious little kids.
Kids under 6
Fewer formal bilingual preschool slots than the big cities. A live in or daily nanny plus playgroups is the more realistic immersion route here.
Food and nightlife
Food: elite. Nightlife: low key, mezcalerias and rooftop bars rather than clubs.
Watch outs
Smaller city, so fewer luxury rental and school options. Best paired as a 2 to 3 week leg rather than the whole month.

4 Buenos Aires, Argentina

Buenos Aires Food and nightlife

The Paris of South America: legendary steak, late dinners, and the best nightlife in the Spanish speaking world, with a dollar that goes a long way. One honest caveat.

Food and nightlife
Both world class. Parrillas, Italian heritage cooking, and a scene where the night starts after 10pm. Family friendly by day with big parks and the Botanical Garden.
Value
Among the strongest on the list for the dollar right now, though you should price current furnished rentals before committing.
Watch outs
Cold and long flight. For under 6 kids you will more likely find Spanish only daycare than bilingual, which is great for immersion but check the fit.
The trade: if "good weather" means warm, this drops off. If it means "anything but hot," Buenos Aires is the most fun food and nightlife month of the four. Just pack layers.

Budget Does $20K a month hold up?

Easily, in all four. The biggest line item is housing, and even a luxury furnished 2 bedroom is a fraction of the budget. Sourced rent ranges below; schools, a nanny, dining and a driver are extra and worth getting live quotes on before you book.

Bottom line: housing will not be the constraint at $20K. The real questions are flight tolerance and whether you want warm (Medellin, Mexico City, Oaxaca) or are fine with mild winter for the best food and nightlife (Buenos Aires).
